"...Trooper Steed's testimony lacks credibility in three remarkable manners," wrote Salt Lake City Justice Court Judge L.G. Cutler in this March 2010 ruling. A judge questioning an officer's credibility would not be so remarkable except that Utah Highway Patrol Cpl. Lisa Steed makes more DUI arrests than any other trooper and is held up as a role model for her peers, complaints about policy violations and possible civil rights violations notwithstanding.
