The public-safety building should remain at its present location. If needed, tear out the interior of the building, replace the leaking pipes and do other needed maintenance, including new plumbing. Rebuild the interior of the building, leaving the exterior intact; then inspect the exterior of the building to determine what repairs might be needed.
Asking city residents for money to build a new building would be
wasting money when improvements can be made on the present building.
